John Williams (1969 - 2017)

It is with great sadness that we announce the death of John Williams, MD of the family run business Progressive Engineering (AUL) Ltd in Manchester.

John is survived by his wife Janile, daughter Tazmin and parents Clive and Janet. The EIA’s Board of Directors, North West Committee members and staff send their deepest condolences to the family.


The EIA’s AGM took place on Friday 16 June 2017 at 63 Bayswater Road, London W2 3PS.

Sir Ronald Halstead Chaired the AGM where discussions centered on finance and banking, lobbying, support for export, payment of invoices/cash flow, DIT, and new initiatives.

Sir Ronald had attended meetings with the Bank of England, the BBA, All Party Parliamentary Group for Trade & Investment, Lord Mandelson, Damien Green (Work & Pensions Secretary) Justine Greening MP (Secretary of State for Education), Margot James (Small Business Minister), Geoffrey Clinton-Brown (Chairman of APPG & Trade & Investment), Mark Garnier MP (under Secretary of State, Department for International Trade), Sir Michael Fallon (Defence).

Karen Finegold sits on a number of influential assemblies including Health & Safety Executive, Department of Work and Pensions, All Party Parliamentary Manufacturing Group, Genesis Initiative and the newly set up Genesis Brexit Negotiations and SME Financial Service Round Table, Sponsors Alliance, TRS Talent Retention and the Subcon Exhibition Advisory Board as well as working with the Manufacturing Technologies Association and the Federation of British Hand Tool Manufacturers.

The outcome of these meetings have been reported in previous newsletters.

Members were still getting poor support from the Banks and we have been encouraging members to use the alternative lending market through the British Business Bank to assist their cash flow and the EIA’s partnership with URICA have enabled their members to have access to over £300m.

The delays in paying invoices was still a problem for SMEs. The ‘Small Business Enterprises and Employment Bill’ was now law and includes the following measures: Improving access to finance; Forcing big companies to pay bills more promptly through a company’s register and report policy in annual accounts with the report process twice a year; Opening up the Governments £230 billion public procurement contracts and Public sector to pay bills within 30 days. The EIA hopes that this initiative will also assist our members. Again URICA could assist.

The EIA had brought in a number of new membership benefits and assistance through Metallum Insure, Export Help Line, Auto Enrolment Pension providers, Employment Law and Health and Safety companies, Financemybusiness, and Utilitywise. Members were also featured in a Reshoring UK Website and can access the Lloyds Bank Trade Portal.

There is still uncertainty about the future particularly due to the Brexit. AGM attendees reported that business was buoyant and that businesses were just getting on with the work, with the referendum and other elections going on around them. Companies would have to adapt to the new initiatives that the Government had instigated ie: the apprenticeship levy, minimum wage and auto-enrolment pensions.

New workshop is ‘spilling the beans’ on additive manufacturing
Croft Additive Manufacturing (CAM) has launched a new industry workshop to support those wanting to find out more about metal 3D printing and its benefits.

Attendees will be given a detailed introduction to the fundamentals of metal additive manufacturing (AM) as well as a chance to get ‘hands-on’ with the production process, from initial concept stage through to the finishing of components.

CAM will be delivering its workshop from the company’s Warrington headquarters, within its metal additive manufacturing production facility. The EIA were invited to the DIT’s First Year Networking Reception for International Stakeholders which was held at Lancaster House, St James’s London in July.  The Rt Hon Dr Liam Fox MP, Secretary for International Trade and President of the Board of Trade presided. The event gave the EIA the opportunity to meet with Liam Fox together with other members of the Sponsors Alliance and also Antonia Romeo, Permanent Secretary at DIT.

The Genesis Initiative
David Harvey, newly appointed interim Chief Executive, has invited the EIA to join the Working Committee to develop and re-inforce the Genesis Mission to contribute to the continued growth of the SME sector within the United Kingdom.

The Senate was formed to improve the quality of debate on SMEs and create economic reform, driven by SMEs and supported by Parliamentarians. It involves highly professional and qualified representative of Entrepreneurs, SME Academia, Parliaments and Assemblies and SME Organisations within the UK (some 117 representing some1 million members).

On 21 June the Breakfast Meeting was attended by Anne Marie Morris MP for Newton Abbot and Chris Davies MP for Brecon and Radnorshire.  Discussions included the Business Rate, Business Taxation, Making Tax Digital, Apprenticeship Levy.

The EIA looks forward to driving SME messages to those who run the country. Members are invited to submit any problems that they may be experiencing with new Government Guidelines and running their businesses to the EIA, to forward to the Genesis Initiative for discussion.


The EIA are working with the Health and Safety Executive to develop the Safety and Health Engineering Partnership (SHEP) with the aim of reducing ill health and accidents within this sector. The SHEP pledge has been developed so that companies can pledge their support acknowledging that everyone has a role to play and has a responsibility for helping Great Britain work well.

We are currently working on a document for UK engineering companies to commit companies to SHEP to help the industry with achieving this reduction in line with the manufacturing sector plan priorities. In particular: Controlling exposures to substances causing occupational lung disease; Reducing the incidence of common work related ill health conditions such as MSD’s and stress; Preventing serious incidents involving heavy loads, during maintenance activities and catastrophic events

HSE will be looking to ensure that in each engineering company there will be a designated person on site who will be responsible for health and safety, Health and safety management arrangements are in place, Identify the biggest health and safety risk and implement necessary actions; Access to occupational health professionals; Systems to record accident information and make necessary steps to reduce future accidents; Engage with Workforce on H & S aspects; Relevant Training and competence levels as appropriate.

Realities of Reshoring: a UK Perspective

Auto Enrolment Non-Compliance is Simply not an Option
From June to September 2016, 15,073 compliance notices were issue, to remedy a breach of one or more automatic enrolment employer duties, up from 3,392 in the previous quarter. New R&D tax plans – David Gauke, the Financial Secretary to the Treasury, has launched a new plan to make it easier for small businesses (defined as companies with a turnover of less than £2m and fewer than 50 employees) to claim R&D tax relief. Conceived in response to an HMRC consultation, the two year plan aims to increase take-up of R&D tax relief through raising awareness of the relief among SMEs and making it easier for them to apply.

BEPs - MCS Corporate Strategies Ltd studied and responded in full to the recent Government Consultation document on Base Erosion and Profit Shifting (BEPs), which proposes legislation in 2016 to regulate the way R&D Tax Credits and Patent Box may be administered and maximized for SME’s and Large Companies.

Seed Investment Scheme (SEIS) made permanent - Two years after establishing the Seed Enterprise Investment Scheme (SEIS), the Government has announced that its success has led to a decision to make it permanent.

The initiative means that SEIS investors can commit up to £150,000 in a single company, and in return receive tax relief of 50 per cent on their income tax for the year the investment is made.

Annual investment allowance: increase to £500,000 for extended temporary period - The measure increases the maximum amount of the annual investment allowance (AIA) to £500,000 from 1 April 2014 for corporation tax (CT) and 6 April 2014 for income tax (IT) to 31 December 2015 after which it was planned to return to £25,000. However, the Chancellor announced in the 2015 Autumn Statement that the investment allowance would be £200,000 from 1 January 2016.

Enterprise Zones (EZ): Enhanced Capital Allowances (ECAs) - Legislation was introduced in Finance Bill 2014 to extend the period in which 100% ECAs are available in EZs by 3 years until 31 March 2020, and to include a power to make future extensions to the duration of ECA schemes by Treasury order. A pilot EZ will also be established in Northern Ireland. ECAs are available to companies investing in qualifying plant and machinery on designated sites within EZ. These changes had effect from Royal Assent to Finance Bill 2014.

Enhanced Capital allowances (ECA) for zero emission goods vehicles - The government will extend the ECA for zero emission goods vehicles to March/April 2018. However, to comply with EU State aid rules the availability of the ECA will be limited to businesses that do not claim the Government’s Plug-In Van Grant. Legislation was in Finance Bill 2015.
