The Genesis Initiative

The EIA attended the Genesis Breakfast and Senate meeting at the House of Commons on Wednesday 14 March 2018. The Breakfast Speaker was Nicky Morgan MP – Chair of the Treasury Select Committee. Matters discussed included the Treasury Select Committee’s SME Financial Review and small business banking issues, Commonwealth trade and business, access to finance, food sector, SME film sector, identifying the top ten issues for the SME sector, public procurement and SMEs, and the National Apprenticeship Service.

Access to Finance Round Table Meeting
The event was held on the 27 March 2018 at the House of Commons. Since the financial crisis of 2008 there has been an unprecedented rise in the number of Lenders to UK businesses. However, it is known that 80% of UK businesses will still approach their local High Street bank as the first port of call. Whilst access to finance should be not be a problem, awareness and confidence is still holding UK SME back from seeking the right kind of investment. How can we make a change to ensure that the overall UK economy benefits from this great business lending landscape?

Participants included lenders from Challenger Banks, Asset Funders, Peer to Peer Lenders, Crowd Funders, Alternative Finance Providers, Finance Platforms and Financial Trade Associations all with many millions of pounds to lend and Parliamentarians, Genesis Members, UK Business Community and National Trade Press.

The outcomes required are to change the viewpoint of UK business owners in their approach to seeking investment; to encourage government to promote the potential of other types of lenders and funder available in the market; to highlight on a national level the wonderful diversity and opportunity of the UK Business finance sector; To encourage UK SMEs to have the confidence to invest in their business for their own benefit and that of the overall UK economy.

Treasury Select Committee Enquiry into the State of the SME Finance Market
The Genesis Initiative issued a letter of comment to the Treasury Select Committee which provided high-level feedback on the three main areas addressed in the Committee’s review of the SME financial market; Funding options available to SMEs; SME capacity to resolve disputes and access to fair and reasonable compensation when they borrow;  and the regulation of SME lending. Genesis is presently undertaking a detailed review of SME access to finance, which is a work in progress intended to be published in the autumn. The letter was prepared by a working party involved in the access to finance project.

Genesis Initiative launches survey on the impact of Making Tax Digital on SMEs
The UK Government is introducing the Making Tax Digital (MTD) programme, setting out to be one of the most advanced digital tax administrations in the world. Over the coming years, all businesses including sole traders and partnerships will have to submit digital information for tax assessment and reporting purposes. This will start with VAT for businesses above the £85,000 threshold in April 2019, moving on to other taxes for almost all business including the self-employed over the next few years. How will change affect the SME community and how can business input to improve the process of change?

The Genesis Initiative will be running a series of surveys during the period of the digital tax change over. The aim is to build a long term lateral picture, collating the views of different sectors of the SME community to feed back to HMRC and to empower SME voices to optimise this process.

Peter Andrews’ Retirement

The EIA attended a farewell dinner organised by Genesis for Peter Andrews, Agent for the Bank of England to thank him for his work in the SME banking sector and for giving Genesis the opportunity to attend meetings with the Bank to feed in SME opinions through the Surveys that are circulated via Trade Associations through their membership.

Department for International Trade

DIT sent out their new Terms and Conditions for the coming year. Although Trade Challenge Partners (TCPs) had been advised that there had been no change, upon receipt it was found that DIT and the lawyers had added some new rules and additional work for TCPs.

New appointments at DIT include John Mahon, Director General for Exports, who will report to Antonio Sanchez, the permanent Secretary, who will be responsible for implementing the new Export Strategy.  Nine UK Trade Ambassadors will be appointed to cover regions worldwide

Sponsors’ Alliance

The Sponsors’ Alliance advised their members not to sign the new Terms and Conditions until the amendments had been discussed with DIT. Members of Sponsors Alliance had meetings with John Mahon and DIT implementer’s and administrators. The result of this meeting will be circulated and once agreed, the new Terms and Conditions will come in to force as soon as possibly practicable.

Sponsors Alliance are now the administrators of the All Party Parliamentary Group (APPG) for International Trade & Investment. Their inaugural meeting held at the House of Commons on the 28 March attracted Richard Harrington MP, Parliamentary Under Secretary for Business and Industry, who pledged his support. Following a conversation with Richard, he advised that the EIA were always welcome to contact him at his offices in Parliament.

All-Party Parliamentary Manufacturing Group

The EIA attended an 'in conversation' event with two parliamentarians, leading on important aspects of the Industrial Strategy at Portcullis House, Palace of Westminster on Monday 23 April 2018. Rachel Reeves MP, the chair of the Commons BEIS Select Committee, and Norman Lamb MP, chair of the Commons Science & Technology Select Committee joined the APMG (APPG for Manufacturing) and APGSE (APPG for Skills & Employment) for a no-doubt lively conversation.

The government's Industrial Strategy sets out how to modernise and secure the UK's industrial sector by bridging policy areas such as skills and education, research and development, and international trade. The influential parliamentarians speaking at this event chair select committees holding the government to account and scrutinising these plans.

It was agreed that Government had to put both manufacturing and skills and employment at the heart of the UK’s Policy agenda. Discussions took place on R & D; Supply Chains; Brexit; European Projects; Customs Union; Attracting Young People into Manufacturing; Life Long Skills Training; Ageing Workforce; Women in Engineering; Competitiveness of UK industry; and Short Term Capitalisation rather than Long Term Gains.

The Safety and Health Engineering Partnership (SHEP) was launched at the MACH show in April. Visitors to the event had the opportunity to speak with representatives on this initiative which would enable companies to work through their trade associations with the HSE to improve standards within the engineering sector. The initiative received a good response and now we will be promoting this through all the engineering trade associations.

The EIA sent out a survey which requested information on where companies currently obtained information, guidance and assistance on HS matters; which areas companies needed further support with; who assists companies with HSE arrangements; what other support would companies like to be available; and the biggest issues facing SMEs with HS. Results where fed back to the HSE

The General Data Protection Regulation (GDPR) (EU) is a regulation in EU law on data protection and privacy for all individuals within the European Union. It also addresses the export of personal data outside the EU. The GDPR aims primarily to give control to citizens and residents over their personal data and to simplify the regulatory environment for international business by unifying the regulation within the EU.

It was adopted on 14 April 2016 and after a two-year transition period, becomes enforceable on 25 May 2018. GDPR replaces the 1995 Data Protection Directive and because the GDPR is a regulation, not a directive, it does not require national governments to pass any enabling legislation and is directly binding and applicable.

MACH 2018

The EIA attended the MACH exhibition and gave us the opportunity to speak with members and non-members on the benefits and services of the Association. We met quite a few new companies who will be participating on some of the DIT funded exhibitions. The exhibition also gave the EIA to opportunity to meet with the DIT Advanced Engineering Sector Team, Regional Engineering International Trade Directors as well as Louis Taylor, Chief Executive of UK Export Finance. Baroness Fairhead CBE, Minister of State for Trade & Export Promotion at DIT attended the fair. Peter Redfern, Curriculum Manager Engineering at Tameside College (members of the EIA) took the opportunity to take a group of 20 students to the MACH exhibition to see the Education and Development section and the Organisers of the show.

The world’s fastest supersonic car the Bloodhound SCC which is designed not only to go faster than the speed of sound, but to over 1,000 mph was on show at the exhibition as part of the Bloundhound Project, to inspire the next generation to enjoy, explore and get involved in science, technology, engineering and mathematics.

Report on Internationale Eisenwarenmesse 2018

The EIA led a group of 19 DIT and non DIT sponsored exhibitors to the Internationale Eisenwarenmesse show on behalf of the MTA and the Federation of British Hand Tool Manufacturers. The show attracted 2,770 exhibitors from 58 countries and over 47,000 trade visitors from 143 countries. The Pavilion is sited in the Hand Tool Section of the show in a very prominent position. All exhibitors reported great business as this the main show for DIY stores across the globe looking to purchase new products.

As the AMB show is completely sold out, the MTA, who have an information stand at the show in Hall 6 in the Gallery Area, are offering companies a panel where they can promote their businesses as co-exhibitors. Each company would be listed in the catalogue printed and online, and electronic visitor information system, and visitors guide, on the trade fair app, entry on the online hall plan, receive advertising media, individual visitor flyers with motive, codes for visitors, exhibitor pass, party invite, wifi code, panel and graphic print (company to provide artwork), literature rack, access to storage area, and access to a stand host/translator.

The cost will be £1,950 and companies who qualify for the DIT subvention of £1,500 would therefore only be paying £450. We only have six panels available and therefore these will be allocated on a first come first served basis.

Petaurum Solutions - Auto Enrolment Non-Compliance is Simply not an Option

New R&D tax plans – David Gauke, the Financial Secretary to the Treasury, has launched a new plan to make it easier for small businesses (defined as companies with a turnover of less than £2m and fewer than 50 employees) to claim R&D tax relief. Conceived in response to an HMRC consultation, the two year plan aims to increase take-up of R&D tax relief through raising awareness of the relief among SMEs and making it easier for them to apply.

BEPs - MCS Corporate Strategies Ltd studied and responded in full to the recent Government Consultation document on Base Erosion and Profit Shifting (BEPs), which proposes legislation in 2016 to regulate the way R&D Tax Credits and Patent Box may be administered and maximized for SME’s and Large Companies.

Seed Investment Scheme (SEIS) made permanent - Two years after establishing the Seed Enterprise Investment Scheme (SEIS), the Government has announced that its success has led to a decision to make it permanent.

The initiative means that SEIS investors can commit up to £150,000 in a single company, and in return receive tax relief of 50 per cent on their income tax for the year the investment is made.

Annual investment allowance: increase to £500,000 for extended temporary period - The measure increases the maximum amount of the annual investment allowance (AIA) to £500,000 from 1 April 2014 for corporation tax (CT) and 6 April 2014 for income tax (IT) to 31 December 2015 after which it was planned to return to £25,000. However, the Chancellor announced in the 2015 Autumn Statement that the investment allowance would be £200,000 from 1 January 2016.

Enterprise Zones (EZ): Enhanced Capital Allowances (ECAs) - Legislation was introduced in Finance Bill 2014 to extend the period in which 100% ECAs are available in EZs by 3 years until 31 March 2020, and to include a power to make future extensions to the duration of ECA schemes by Treasury order. A pilot EZ will also be established in Northern Ireland. ECAs are available to companies investing in qualifying plant and machinery on designated sites within EZ. These changes had effect from Royal Assent to Finance Bill 2014.

Enhanced Capital allowances (ECA) for zero emission goods vehicles - The government will extend the ECA for zero emission goods vehicles to March/April 2018. However, to comply with EU State aid rules the availability of the ECA will be limited to businesses that do not claim the Government’s Plug-In Van Grant. Legislation was in Finance Bill 2015.
